A First-Tier City in East China

A First-Tier City in East China

Comprehensive digital transformation achieved in urban management.
  • Client Profile

As one of China's megacities, it ranks among the country's biggest in both size and population.
  • Customer pain points

Urban governance constitutes a highly complex and diversified system. Implementing a grid management system, the city partitions its urban zones into precisely defined, manageable blocks (grids). Public asset administration and incident identification within each grid primarily depend on grid workers' routine patrols and checks. However, this approach demands significant manpower, while manual detection may lead to response delays, and post-event verification remains reliant on human intervention.
  • Cooperation Plan

The city has established a city-level visual analytics platform through SenseFoundry's SenseFoundry Atlantis urban open platform. This platform utilizes thousands of AI models to analyze real-world physical data in real time, converting it into operational insights, incident alerts, and management actions.

The platform provides multiple urban services for clients, including:

    • Monitoring the condition of public facilities such as manhole covers, fire hydrants, utility poles, telephone booths, road barriers, and traffic signs, detecting common issues like loss, damage, displacement, tilting, unevenness, and loosening;

    • Assisting in the supervision of improperly parked and abandoned bicycles to improve management efficiency.

Additionally, the platform analyzes various urban incidents, including:

    • Traffic accidents,
    • Fires and smoke detection,
    • Emergency lane blockages,
    • Electric scooters entering buildings,
    • Littering,
    • Road damage,
    • Traffic congestion,
    • Illegal parking,
    • Unauthorized road occupation,
    • Explosions.
  • Implementation results

Through the SenseFoundry Atlantis urban open platform, the efficiency of detecting and reporting illegal and abandoned bicycle parking cases in cities has been improved from over one hour to just minutes. 80% of bicycle relocation tasks are now automatically dispatched by the platform. Prior to deploying the platform, the government had to allocate substantial manpower for street patrols to maintain order. One year after implementing the SenseFoundry Atlantis platform, the demand for human resources was reduced by 90%, while illegal bicycle parking incidents decreased by 35%.

The SenseFoundry Atlantis urban open platform has transformed traditional manual grid management into an automated closed-loop workflow consisting of four key steps: (i) automatic incident detection; (ii) automated case filing and dispatch; (iii) incident resolution; and (iv) automatic verification and case closure. The City Ark has evolved into a critical urban digital operating system, driving the transformation of urban governance from labor-intensive to human-machine interaction, from experience-based judgment to data-driven decision-making, and from reactive handling to proactive detection. This has significantly enhanced urban safety, efficiency, convenience, and environmental quality.
